New Release: Cervello in Comune (CIC) Protocol — Version 2.12

GeneForge AI Labs is pleased to announce the release of Cervello in Comune (CIC) Version 2.12, the latest update of our epistemic evaluation protocol for the critical analysis of institutional narratives and high-stakes decisions.

CIC is designed for situations in which a dominant consensus is protected by institutional mechanisms rather than by open evidence. It provides a structured method to suspend automatic alignment, examine incentives, and orient analysis toward the interest of the broader collective—the human species sharing a single biosphere.

What’s New in 2.12

Version 2.12 introduces the Third Dominant Dynamic: Metric Capture.

Metric Capture occurs when a quantitative indicator originally created to represent a phenomenon (health outcomes, monetary stability, security, knowledge quality, or public consent) becomes the target against which an institution is evaluated, funded, or legitimized. Once this shift takes place, the system optimizes the indicator rather than the underlying reality. The gap between the two can grow while remaining invisible, because the very tool meant to detect it has been turned into the objective.

This dynamic draws on the well-established observations of Goodhart’s Law and Campbell’s Law and places them inside the CIC framework. It is the general form of which two existing elements are specific cases:

  • A6 (Averaging Capture) — when a mean or aggregate conceals decisive structure.
  • C32 (Ethical Conversion of the Evidentiary Void / Stamp Dynamic) — when a surrogate endpoint receives regulatory or ethical approval and further testing on hard outcomes becomes prohibited.

Version 2.12 also adds:

  • Nine operational indicators for detecting Metric Capture.
  • A Decoupling Test.
  • Intra-institutional comparison (does the same institution abandon the metric where it has no incentive to protect it?).
  • An anti-double-counting rule with A6 and C32.
  • A new research node (A8) on the genealogy of a metric.
  • Updated activation thresholds and response structure.
  • Canonical and control cases, including the CAST trial and the existing Space Radiobiology example.

The two previously established Dominant Dynamics remain fully integrated:

  • Monetary Non-Cognition
  • The Leonine Clause (legalization of force)

Why This Matters

Contemporary institutional narratives—particularly in health regulation, monetary policy, security, and risk assessment—increasingly rely on quantitative indicators as proof. When those indicators become targets, the resulting statements can be formally correct and substantively misleading. CIC 2.12 supplies a practical method to identify this pattern, require independent anchors, and avoid treating an optimized metric as equivalent to the phenomenon it claims to measure.

The protocol continues to operate through its established response structure: Standard position, Dissenting analysis, Convergence assessment, Module A and B outputs where relevant, Dominant Dynamics evaluation, risk rating, and an operational recommendation oriented to the interest of the whole.

Availability

CIC 2.12 is available for integration into professional workflows that require rigorous examination of protected narratives. It is particularly suited to legal, notarial, accounting, policy, and research environments in which decisions carry lasting consequences and official metrics are presented as sufficient evidence.
